New “Guidelines for Japan-U.S. Defense Cooperation”

Overview

● On April 27, 2015, the Japan-U.S. Security Consultative Committee (so-called 2+2) was held in New York and the new Guidelines for Japan-U.S. Defense Cooperation(the new Guidelines) were released after 18 years from the last revision in 1997.

 

● The meeting which was held in this year marking the 70 years since the end of W.W.II successfully opened a new chapter in the long history of the Japan-U.S. security and defense cooperation. The new Guidelines reflect both the enhancement of solidarity and the expansion of cooperation between Japan and the United States. Under the new Guidelines, the Alliance will advance to a new stage.

 

● Under the evolving security environment, Japan will continue its path as a peace-loving nation in a consistent manner.Furthermore, Japan, in close cooperation with the United States, will continue to contribute even more proactively tosecuring peace, stability, and prosperity of the international community, while ensuring Japans security as well as peace and stability in the Asia-Pacific region.

 

 

The New Guidelines 

● The Guidelines provide a general framework and policy direction for the roles and missions of the two countries, as well as ways of cooperation and coordination.

 

● Japan and the United States have been engaged in the revision of the Guidelines for a year and a half, based on the directionarticulated in the 2013 2+2 Joint Statement. The new Guidelines manifest a strategic vision for a more robust Alliance and greater shared responsibilities by modernizing the Alliance and enhancing its deterrence and response capabilities in all phases, from peacetime to contingencies.  

 

● It should be noted that Japans policy of Proactive Contribution to Peace based on the principle of international cooperation as well as the U.S. rebalance enable the Alliance to play a leading role in promoting peace and prosperity in Japan as well as in the region.  The new Guidelines are the fruit of endeavors made by the two countries based on our respective policies, while increasing synergies of these policies.

 

 

(Main points of the new Guidelines)

● The core role of the new Guidelines continues to be ensuring Japan’s peace and security. Japan and the United States affirmed the determination to realize seamless, robust, flexible, and effective bilateral cooperation in a wide range of areas, in a way consistent with Japans security legislation and based upon the strong commitment of the United States to the defense of Japan

 

● The scope of the new Guidelines is not limited to the defense of Japan. It also reflects broad Alliance cooperation such as regional and global cooperation as well as space and cyberspace cooperation. Japan and the United States also underscore the importance of cooperation with regional and other partners as well as international organizations.

 

● To ensure the effectiveness of enhanced and expanded bilateral actions under the new Guidelines, Japan and the United States will establish closer policy and operational coordination as well as strengthened bilateral planning.  

 

● Based on this recognition, the new Guidelines provide the general framework and policy direction for the roles and missions of the two countries, as well as ways of cooperation and coordination, in the following areas:

 

strengthened Alliance coordination;

- seamlessly ensuring Japan’s peace and security;

- cooperation for regional and international peace and security;

- space and cyberspace cooperation; and
