Roilo Golez served as Representative of Parañaque City for six terms, elected in landslide victories in 1992, 1995, 1998, 2004, 2007 and 2010, with one of the longest record of service in the history of the House of Representatives. In his last term, he served as the Head of the House Contingent to the Commission on Appointments. He also served as Chairman of two key committees: Committee on National Defense and Committee on Public Order.

Roilo Golez went to the United States Naval Academy at Annapolis where he graduated with a Bachelor of Science degree, major in Mathematics and Operations Analysis.
While at Annapolis, he distinguished himself in academics, leadership and sports:
He was consistently in the Superintendent’s Honor List.
He was selected Company Commander, a high position in the Brigade of Midshipmen.
And he was a Brigade Boxing Champion for four straight years, establishing a record as the first to achieve this feat since the Academy was established in 1845. So far, only fourteen midshipmen have won four brigade boxing championships in the Academy’s history.
As Congressman, Roilo Golez is the Principal Author of the following landmark laws, among others:
1. Republic Act No. 8185 “An Act Amending Section 324(D) of Republic Act No. 7160 otherwise known as the Local Government Code Of 1991” establishing the Local Government Calamity Fund.
2. Republic Act No. 8551: "Philippine National Police Reform and Reorganization Act of 1998"
3. Republic Act No. 8507 “An Act Converting the Municipality of Paranaque into a highly urbanized City to be known as the City of Paranaque”, the city’s charter
4.  Republic Act No. 9729: “Climate Change Act of 2009”
5. Republic Act No. 9851: "Philippine Act on Crimes against International Humanitarian Law, Genocide, and other Crimes against Humanity"
6. Republic Act No. 10530: "The Red Cross and other Emblems Act of 2013″
7. Republic Act No. 10575: "The Bureau of Corrections Act of 2013″
8. Republic Act No. 9040: "The AFP Tax Exemption for Pay and Allowances Act of 2001"
9. Republic Act No. 9993: “Philippine Coast Guard Law of 2009”
10.  Republic Act No. 9640 “An Act Amending Section 140 (A) of Republic Act No. 7160, otherwise known as The Local Government Code of 1991" reducing the rate of amusement tax to be collected from the proprietors, lessees, or operators of theaters or cinemas, in support of the entertainment industry
among other laws of national and local application.
Roilo Golez is also credited with the following major constituency projects:
1. Construction of the most number of school buildings in the history of Paranaque.
2. Implementation of the biggest flood control program in the city's history, with more than P250 million worth of rip-rapping  desilting and riverbank erosion prevention projects.
3. Construction of the most number of covered courts in the entire Philippines.

Roilo Golez was born in the small rural town of Looc, Romblon in the Philippines. His parents were both public school teachers. He grew up in a low cost government housing project and is a product of public schools.

From rural Philippines, Golez rose to success in academics, sports, government, business, civic organizations and politics.

After Annapolis, Golez took up Master in Business Administration (MBA) in the University of the Philippines where he graduated Valedictorian of his class.

Roilo Golez pursued a long, colorful and distinguished career as a Public Servant:

Three years as Postmaster General of the Philippines, where he received the prestigious Ten Outstanding Young Men Award (TOYM) for public service excellence.
Three years as a member of the Philippine Cabinet, serving as National Security Adviser, overseeing the country's counterterrorism and national security program.
Eighteen years as Congressman of the Republic of the Philippines. He has consistently received the award One of the Most Outstanding Congressmen of the Philippines, has a perfect 100% attendance record, no absence, in all the sessions of Congress since he became a Congressman in 1992. He served six terms as a Congressman and won all his election victories by landslide, thus earning the title “Landslide King of Paranaque.” He had served as Chairman of the Committee on Public Order and Security, Chairman of the Committee on National Defense and as Deputy Minority Leader. While serving as Chairman of the Committee on Public Order and Security, he boldly spearheaded the investigation against former AFP Comptroller retired Major General Carlos Garcia on the AFP Fund anomaly which paved the way for the filing of charges before the Office of the Ombudsman and Court Martial.  As a legislator, he had authored important laws such as the Climate Change Act (RA 9729), International Humanitarian Law (RA 9851), Philippine Coast Guard Law (RA 9993), PNP Reform Law (RA 8661) and is a co-author of the Expanded Senior Citizens Act (RA 9994), among others. During the 15th Congress, Golez served as the Head of the House of Representatives of the Contingent to and Vice Chairman of the Commission on Appointments. As a city builder, Golez is also credited for concreting the most number of roads and constructing the most number of school buildings in the history of Paranaque City.  Recently, Golez had established a new record: the construction of the most number of covered courts (Golezeums) in the Philippines which use modern polycarbonate roofing.
Twenty years as Governor of the Philippine National Red Cross where he received the Bayani Red Cross Gold Medal Award for heroism and bravery in the face of gunfire while leading a Red Cross rescue team to rescue wounded soldiers during the bloody December 1989 coup attempt.
One year as National President of the Boy Scouts of the Philippines.
Two years as Fund Campaign Chairman of the Philippine Cancer Society.
Four years as Division Fund Campaign Chairman of the Philippine Tuberculosis Society.
Two years as Chairman of the Elks Cerebral Palsy Project.
Four years as Governor of the Management Association of the Philippines.
Thirty-three years as a Rotarian of the Rotary Club of Manila.
Two years as National President of the Amateur Boxing Association of the Philippines.
Two years as President of the Philippine Olympic Academy.
Five years as a member of the Board of Trustees of the St. Lukes Medical Center.
Fourteen years as a Philippine Navy Officer, reaching the rank of Navy Captain (equivalent to full colonel in the Army).
Four years as Professor in the Master in Business Administration Program of the University of the Philippines.
Four years as Professor of Management in the Asian Institute of Management.
