GOLEZ BILL ON CLIMATE CHANGE COMMISSION APPROVED BY THE HOUSE ON THIRD AND FINAL READING

The Climate Change Commission Bill of Congressman Roilo Golez was approved yesterday on third and final reading by the House of Representatives on the very first day of its resumption of session after the Holy Week break.

House Speaker Prospero Nograles stressed the vitality and necessity of having a national framework program on climate change through the establishment of a Climate Change Commission (CCC).

"Environment degradation is now a global concern which should be reversed for the world to escape the deadly aftermath of climate change," he said.

In a collective and non-partisan move, the House of Representatives has approved on third and final reading House Bill no. 5982, which would create the CCC that would be the sole policy-making body on all climate change activities and programs of the government and its instrumentalities.

"Nature’s destructive forces are most often beyond human imagination, which is why we have to stop destroying the environment before it destroys mankind," said Nograles.

Principal authors of the proposed measure are Senior Deputy Minority Leader Roilo Golez, Majority Leader Arthur Defensor, Minority Leader Ronaldo Zamora, Reps. Jose Carlos Lacson, Carmelo Lazatin, Cynthia Villar, Diosdado Macapagal Arroyo, Thelma Almario, Orlando Fua, Rex Gatchalian, Ignacio Arroyo, Narciso Santiago III, Proceso Alcala, Emmanuel Joel Villanueva, Albert Garcia, Ma. Victoria Sy-Alvarado and Eufrocino Codilla, among others.

The authors stressed that the measure will promote the full protection and the advancement of the right of the people to a healthy ecology "in accord with the rhythm and harmony of nature."
The CCC will spearhead efforts to strengthen, integrate, consolidate, and institutionalize government initiatives to achieve synergy in the implementation of plans and programs to address climate change in the context of sustainable development.

It will also represent the Philippine government in all international and regional meetings, conferences and/or convention concerning climate change; and recommend possible legislation, policies and programs on the subject.

The Commission is proposed to be composed of a Chairperson and two Commissioners, all of whom shall be appointed by the President. The Framework Program on Climate Change shall serve as the basis for planning, research and development, extension, and monitoring of activities in order to protect vulnerable communities from damage to lives and property as well as the environment from adverse climate impact.
