Congressman Roilo Golez is against the imposition of additional fee on texting, explaining that the better alternative is for the BIR to improve its collection system for cellphone usage. In a congressional hearing last April 15, 2009, Golez was able to get an admission from the BIR that their collection system has loopholes: The BIR cannot monitor the actual revenue of cellphone companies. Golez said that the government may be losing billions in revenue because of this defective collection system. Please note this video of the hearing.
