Bloody Mamasapano raid was Aquino’s fault, says Napeñas camp

MANILA, Philippines―The camp of embattled Special Action Force (SAF) chief Director Getulio Napeñas Jr. broke its silence a day after President Benigno Aquino III blamed him anew for the botched Mamasapano operation.
Atty. Vitaliano Aguirre, the legal counsel of Napeñas, said that the blunders in the operation, which killed 44 police commandos, 18 Moro Islamic Liberation Front (MILF) fighters and five civilians, were the President’s fault as he authorized then suspended Philippine National Police (PNP) chief Director General Alan Purisima to lead the raid.
“Ang unang-unang katanungan diyan ay bakit pinayagan niya (Aquino) na ang mangasiwa sa napakaselan na operasyon ay isang suspendidong chief ng PNP? Sa palagay ko sa kautusang iyan, sa nangyaring iyan, diyan nagsimula ang lahat,” Aguirre said in an interview which aired on GMA News TV’s “News To Go” on Tuesday.
(The first question that needs to be asked is why did he (Aquino) allow a suspended PNP chief to lead a sensitive operation? I think that decision was the one that triggered everything.)
He also hit Aquino and Purisima for skirting responsibility on the mission to arrest Malaysian terrorist Zulkifli Binhir alias Marwan and his Filipino henchman Basit Usman.
“Binigyan niya ng kapangyarihan at karapatan sa isang maselang operasyon si Gen. (Alan) Purisima. Bakit kahapon ay hindi man lang binanggit ang naging papel ni Gen. Purisima? Bakit walang responsibility si Gen. Purisima? Bakit walang responsibility ang pangulo sa pangyayaring ito?” Aguirre further said.
(He (Aquino) gave the authority and right to lead a sensitive operation to Gen. Purisima. Why didn’t he divulge yesterday the involvement of Purisima? Why is Gen. Purisima not claiming responsibility? Why is the President not claiming responsibility for this operation?)
BOI probe findings compromised?
Meanwhile, the camp of the beleaguered police officer believes that the findings of the investigation of the Board of Inquiry (BOI) have been compromised by the remarks of the President against Napeñas.
“Hindi namin akalain na ibabagsak sa kanya ang lahat ng sisi samantalang ang BOI report ay hindi pa naman lumalabas. Ngayon, ano pa ba ang magagawa ng BOI? Maaari pa ba nilang salungatin pa ang stand ng pangulo na siya (Napeñas) ang may kasalanan ng lahat? ‘Yan ang malaking katanungan. At sana magawa ng BOI ang kanyang katungkulan na kapani-paniwala.
In a prayer gathering held at Malacañang on Monday, Aquino said that it was Napeñas who turned the Mamasapano operation into “mission impossible.” He also hit the beleaguered police officer for failing to coordinate with the military.

    Now they're talking! On a personal note, P-Noy also has culpability on the Mamasapano carnage. His commissioning of Gen. Purisima to oversee "Exodus" is already a violation in itself given the latter is serving a preventive suspension order from the Ombudsman. On the other hand, Gen. Napenas should have exercised prudence and best judgment in determining whether the order he received (from Gen. Purisima) is lawful or not. For all intents and purposes, Gen. Napenas is two-star general having been in the service for over 30years. During those years in which he is in service, he should have accumulated vast knowledge and experience on the matter and could have easily distinguished between what is right and wrong. Unfortunately, it did not do him any good as he lacked the guts to stand against the order of his immediate superior (referring to Gen. Purisima) knowing it be unlawful. Verily, he's the most guilty party and should be made to answer for the wrong that he has done.

      You have a point, but what can you do if the president of the republic himself (your commander in chief) "advise" you to coordinate with Gen. Purisima? What a dilemma....

      I agree with you but, it was a very clear order from PNOY that Napenas had to inform the AFP, PNP bosses for the attack coordination. The problem with Napenas is he assumed due to the closeness of Purisima na OGAGs to the Pres., and he skirted the clear order of PNOY to him and instead listened to the suspended PNP Chief. PNOY is partly to blame but it was the decision of Napenas that really made the operation mission impossible.

      Ernesto Ancheta Whatever guilt Gen. Napenas have in that unfortunate event.. The most guilty is still Gen. Purisima and PNOY.

      And for PNOY to drop him like a hot potato in public, no less! reeks of incompetence and a person without leadership quality.

    mission impossible?? so bakit napatay ng mga saf si marwan? bakit naka takbo pa sila ng ilang kilometer bago sila na yari lahat? bakit omabot ng mahigit 12 hours ang bakbakan? ang tanong bakit walang reinforcement? bakit hindi mino mobilize ang lahat na armforces at airforce just to rescue those poor saf.. ang sagot dahil sa bbl. criminal case maaring makaso dito sa commander in chief dahil negligence to which result to the death of those 44 saf.. kaya prenotectahan nya sarili nya..

    PNoy did a good job yesterday of putting the blame again on Gen. Napenas. That pushed Gen. Napenas too hard to the wall that now he has to tell the truth. Gen. Napenas should now realised that obedience to PNoy as CIC!

      Sa lahat na nakapanood ng senate inquiry inamin naman ni Purisima kaya siya nag resigned. Siya ang may full responsibility sa mission EXODOS. Pero sa sinabi ng presedente ibinuhus ang sisi kay Napenas at pinagtatakpan ang kasalanan ni Purisima na kanyang body body. Nanghuhugas ng kamay ang presedente akala ng taga malakanyang mapaniwala nila ang mga tao sa totoo lang. Magaling lang si Noynoy manisi pag may bulilyaso pero pag ok ang mission pinagmamalaki. Wala naman siya ipagmamalaki dahil kilalala na siya ng mga taong bayan. Buhat ng siya ay nasa puesto bilang presedente lahat na nangyayari sa ating bayan hindi niya nabigyan ng mga magandang solusyon. Luneta Tragedy, West Philippines Sea at iba pa. Magtiaga na lang tayo na matapos ang kanyang term huwag natin ipilit na pababain o palitan siya.

      if the only reason they blame the pres because of assigning gen purisima then its not enough. planning and tactical operations are from the PNP's task and not the president. it failed because of poor decision makings from the generals of PNP and AFP

      Sa isang companya ang assign na project manager sa isang proyekto ang na nganga siwa. responsabilidad niya na makipag coordinate sa ibat -ibang departamento ng companya at ng client, pag pumalpak ang project ang pinapagalitan at sinisibak ay ang project manager at hindi ang Owner or CEO...sa pag kakataon na ito si Napenas ang pumalpak. at kung sa bansang Hapon kung ikaw ay isang samurai at pumalpak ang mission ang nag haharakeri ay ang samurai hindi ang emperor.

      Bakit sa net hindi pweding magmura ng P#^%&* I^% pero pwedi magmura ng Inglish na Bullshit. Ang pamunuang ito ay puro kapanalig ang naliligtas at ayaw nagmamalinis ang may mataas na posisyon.
