Napenas might have committed a blunder in the execution of a well intentioned plan (to capture or kill a terrorist), although the primary objective of the mission was accomplished. The blunder, being a personal omission of what should have been done or commission of what should not have been done, cannot be passed up the line automatically, unless the upper echelons knew the probability of such blunder occurring and didn't prevent it from happening. That principle applies in any organization, such as in business entities. Not all errors committed by the division or department managers are charged against the CEO.

This is really bad for a President. He is now telling the public that he incompetent and he doesn't have control of his own people.
It could have been more honorable if he owned up to that debacle, describe the errors of the team & apologize for it. After that he can highlight the success of killing a terrorist. This could be more understandable and forgivable.
But blaming his own man for a mission he has approved, that was unacceptable.
After this, how can we TRUST & RESPECT this man as a LEADER and as a President?
