The PNP should appeal through the Philippine Embassy for Senator Cardin to withdraw his opposition to the export sale of M4 rifles to the PNP or go to other manufacturers in Malaysia, Belgium or Turkey

The rules in the US for arms export sales provide that a Joint Resolution from Congress is required and not a mere opposition from one senator, unless that senator is so powerful that he can mobilize bicameral support for a joint resolution in 30 days. The Philippine Embassy can call on Senator Cardin, the opposing senator, to appeal to him to withdraw his opposition.

Failing that, the PNP can go to licensed manufacturers in Belgium FN Herstal, Malaysia SME Ordnance or Turkey Sarsilmaz.

The M4 is among the best assault rifles of the world used by various world class special forces units and the US Marine Corps.
