It is only the Philippine government through the DFA and our Permanent Representative to the United Nations that can act on the suggestion of Justice Carpio that "The Philippines can also bring China's threat to go to war against the Philippines before the United Nations General Assembly

It is only the Philippine government through the DFA and our Permanent Representative to the United Nations that can act on the suggestion of Justice Carpio that "The Philippines can also bring China's threat to go to war against the Philippines before the United Nations General Assembly by sponsoring a resolution condemning China's threat of war against the Philippines." 

The question is will President Duterte authorize or order the DFA and our Permanent UN Representative to address the General Assembly. Would the President risk antagonizing his friend President Xi Jinping by taking that action? Considering his position on not to stress at this time our victory in the Hague tribunal, this appears very doubtful. I believe he will not do it.

And even if he does it, the matter, being a security matter, will have to be referred to the UN Security Council where China is a member and has a veto. A proposed resolution will be DOA or Dead On Arrival for sure.
