Mechanics of PDAF Swap for More Hard Projects for 2nd District of Paranaque

A lot of folks ask me how I managed to have many hard projects from my PDAF, like covered courts especially my last six months as cong. I did this by requesting that part of my P15 Million for soft projects be changed to hard or infra projects. Wala na akong mapaglagyan ng soft dahil enough na yong para sa PGH at Libreng Palibing, so I had this swapped for hard projects from another congressional district na kulang naman ang pondo nila for soft projects. Iba iba kasi pangangailangan ng mga distrito. May iba mas kailangan nila maraming soft, ang iba naman, katulad ng dati kong distrito (2nd District, Paranaque), mas kailangan hard or infra projects. Kaya itong last six months, mga 8 covered courts napagawa, sobra sa P20 Million budget for infra.

"2.4 Any program/project identified by District representatives to be implemented outside his or her congressional jurisdiction shall have the written concurrence of the District Representative of the recipient/beneficiary Congressional district."

In Paranaque's case, we needed hard infra projects more. In Iloilo's case, they needed social services more. A good exchange in my opinion.
