Osmena identifies other 'under-performers' in Cabinet

MANILA - Senator Sergio “Serge” Osmena III said there are other under-performing government officials aside from Energy Secretary Jericho Petilla.

In an interview with ABS-CBN’s Umagang Kay Ganda, Osmena said: “Marami po diyan pero hindi naman po ako tumututok sa kanila. So, unfair naman kung magkakaroon ako ng hatol sa kanila. Pero nakikita ko na medyo mabagal, just by second-hand reports, medyo mabagal ang pag-layout ng projects nila.”

He cited, for example, the policies and programs of the agriculture department headed by Secretary Proceso Alcala,

“Mali 'yung targets nila. Sabi nga nung genius na si Albert Einstein, 'Insanity is doing the same thing over and over, hoping you'll get different results.' Ginagawa natin 'yan, pare-pareho for the past decades. Hindi naiiba ang resulta diyan. One plus one equals two.”

Osmena earlier described President Aquino as an awful manager, and disclosed that he had asked the chief executive to fire Petilla. He criticized Petilla for mixing his role as a politician and the head of an agency that is supposed to focus on the power crisis.

“Alam naman natin na medyo mabagal ang paglabas, pag-implement ng mga programa. Dun sa DOTC [Department of Transportation and Communications] kahit isa na PPP [private-public partnership program] ay hindi pa natatapos, hindi pa naisasagawa. Eto po ay 'under performance' na nakita ko sa administrasyong na ito,” he said.

He said that since Aquino is the over-all boss, he should identify and remove the underperformers.

“Kung ikaw ay nagpapatakbo ng korporasyon, dapat binibigyan ka ng target ng Board of Directors mo. Kung hindi ma-meet ang target, hanapin mo kung bakit, ano ang problema. Kung hindi kaya ng mga vice president mo, ng mga managers, eh hindi ba tinatanggal mo? Kung hindi, maapektuhan the rest of the performance of the corporation,” he said.

He also cited the case of former Land Transportation office chief Virginia Torres who refused to leave her post until her retirement. 
“Yung pinaka-unang Cabinet secretary na nag-resign, si Ping de Jesus, napakahusay nun, pero ayaw sumunod 'yung Virginia Torres sa LTO, na under kay Ping de Jesus. Umalis tuloy si Ping sa kanyang frustration,” he revealed.
