Kinuwestiyon din ng mga senador maging ang Public-Private Sector Partnership program ng gobyerno at ang DOTC Bid and Awards Committee (BAC) dahil sa pagpabor umano sa isang foreign firm ang GMR Infrastructure na may kuwestyonable umanong background at “unstable financial standing”. Sa pagdinig ng Senate Committee on Public Services noong Martes, ginisa ni Sen. Serge Osmeña ang Indian conglomerate GMR Infrastructure dahil sa kanilang financial standing, ang pagkalugi nito at ang kanilang malaking pagkakautang sa Indian banks. Kinuwestyon din ng senador ang kalidad ng “pre-qualification process” na isinagawa ng Bids and Awards Committee ng DOTC. “If the working committee did an internet search on the bidders as background check, they only relied on the sworn statement of the bidders, the senator expressed disbelief,” ani Osmeña. Inusisa naman ni Sen. Grace Poe ang impact ng long term commitment ng GMR sa nasabing airport project. “There are other factors to look at. We have to be firm with the numbers… but with the difference of a couple of hundred million, and this is for the long haul 25 years. We want to make sure that there’s a good track record of the people that we would award to,” komento ni Poe. Sa panig naman ni Sen. Francis Escudero, kinuwestyon nito ang interpretation ng bidding rules partikular ang conflict of interest na inihain ng Filinvest-Changi consortium. |
