Tiangco's DAP list: Abaya, Kiko are top recipients

MANILA - Lawmakers who eventually joined the Aquino Cabinet emerged as the top recipients of funds from the Disbursement Acceleration Program (DAP).
United Nationalist Alliance (UNA) secretary-general Navotas Representative Toby Tiangco unveiled his own list of lawmakers who had projects funded from the unconstitutional DAP.
Topping Tiangco's list, which his staff culled from the list of DAP-funded projects posted on the website of the Department of Budget and Management (DBM), is former Congressman and now Transportation Secretary Jun Abaya.
Abaya, who is a ranking member of the Liberal Party (LP), surpassed the DAP-funded projects of House Speaker Sonny Belmonte and Majority Leader Neptali Gonzales II.
Abaya was the manager of the Corona impeachment prosecution team.
Fellow Cavite lawmaker, Ayong Maliksi, got the 4th highest DAP entitlements based on Tiangco's list, while former An Waray Representative Florencio Noel had the 5th highest DAP entitlements. Noel was chairman of the House Committee on Accounts.
Batanes Representative Henedina Abad, wife of the architect of the DAP, Budget Secretary Butch Abad, got the 6th highest DAP entitlements.

The DAP ran from 2011 to 2013, the term of the 15th Congress, which had some 280 members. Based on Tiangco's list, DAP entitlements went to about 125 lawmakers.
A total of 188 lawmakers voted for Corona's impeachment. Senator Jinggoy Estrada had alleged that DAP projects were allocated to pro-impeachment lawmakers. Many of the lawmakers are administration allies.

In addition, Tiangco's list also showed 23 senators had DAP-funded projects, with Senator Teofisto Guingona, now presidential assistant Francis Pangilinan, and Senators Koko Pimentel, Loren Legarda, Juan Ponce Enrile, Gregorio Honasan, Francis Escudero, Ralph Recto, and Tito Sotto on top.
Of the senators, Miriam Defensor Santiago, Ferdinand Marcos Jr., and Joker Arroyo voted against Corona's conviction at the Senate.
Guingona now heads the Blue Ribbon Committee which investigated the DAP.

Tiangco had vowed to question the quorum at the lower House until the DBM submits a list of DAP-funded projects per lawmaker.
Last week, Tiangco berated Abad for submitting a "sanitized" list of the P10.08-billion DAP funds released to legislators.
Belatedly, the DBM posted the list on its website titled "List of Lawmaker-Endorsed DAP projects." But upon close review, the total amount given to lawmakers only reached P8,826,355 -- or, a total of P5,041,049 for congressmen, and P3,785,306 for senators.
Tiangco said that DBM has yet to account for the P134 billion more in DAP funds released by Abad that has not been checked by Congress.
