Congressman Roilo Golez is one of the few members of the House of Representatives who voted NO to the Con-Ass Resolution 1109 on the following grounds:
1. It was railroaded in the Committee on Constitutional Amendments. There was not even a second spent to discuss the merits and substance of the Resolution. It was immediately voted upon without benefit of debate.
2. A constituent assembly without the Senate is unconstitutional as stated and declared by all the constitutional luminaries invited by the Committee on Constitutional Amendments.
3. The pledge and covenant made by the signatories that there would be no political amendments like term limits, extension, etc., cannot be trusted.
