Disqualification case filed vs Tambunting

Incumbent Parañaque Rep. Gus Tambunting, who won his second term for the second district of the city against former Rep. Roilo Golez, is facing a disqualification case before the Commission on Elections (Comelec).
Parañaque residents Marysol Asuela, Lea Joy Salazar, John Ray Talipan and Alicio Cayongcong filed a petition against Tambunting for alleged gross violation of the Omnibus Election Code.
Asuela, Salazar and Talipan said they received a so-called Gus Health Card which were distributed during the campaign period to registered voters in the second district.
The health card reportedly offered free medical services at the Ospital ng Parañaque, Las Piñas General Hospital and Satellite Trauma Center, Dr. Jose Fabella Memorial Hospital, East Avenue Medical Center, Philippine Orthopedic Center, San Lazaro Hospital, Philippine Heart Center, Philippine Lung Center, Philippine Children’s Medical Center, National Children’s Hospital, National Center for Mental Health, and National Kidney and Transplant Institute.
Upon verification however, they said Tambunting had no funds in these hospitals to cover the medical benefits offered.
Meanwhile, Cayongcong, who filed a petition on May 4, said he downloaded a video clip of Tambunting distributing nebulizers and wheelchairs in April this year, while the campaign jingle of the respondent played in the background.
Asuela, along with Marianne de los Santos and Janet Madeja, said supporters of the respondent openly distributed green messenger bags to voters on May 8 and 9, 2016. The bags contained sample ballots bearing the name of Tambunting and other candidates in his line-up.
De los Santos and Madeja also said they saw a long line of people receiving green bags in front of the house of Minda Lasala, a barangay employee and a known Tambunting supporter.
The giving of health cards, wheelchairs, nebulizers, bags and sample ballots violates Section 68 and 104 of the Omnibus Election Code and Comelec Resolution No. 9981.
On May 11, Golez filed before the Comelec and the Board of Canvassers of Parañaque City an urgent motion to suspend the proclamation of Tambunting.
However, Tambunting was proclaimed on May 11.
