Flashback, Roilo Golez Skyway Perspective 1995 Then Congressman Roilo Golez was the first to officially propose the construction of an elevated highway on top of the existing South Superhighway though a bill he filed during the 9th Congress (1992-1995). He was also the one who coined the name Skyway (a fact recognized by the top management of the Skyway Corporation, Chito Borromeo) during a project planning meeting held in the residence of then Speaker Jose de Venecia who did a lot to push for the implementation of the project. Then DPWH Gregorio Vigilar was present during that meeting. Of course, it was then President Fidel V. Ramos who initiated the implementation of the project after his trip to Bangkok where he noticed that Bangkok already had elevated highways. The Skyway project implementation through a BOT arrangement with PT Citra of Indonesia, under FVR's initiative and vision, emerged the great model of successful Build Operate Transfer schemes that became a reality during the FVR administration.
